ICD BDM, gdb, and error 613 on 68331

Ay, here lies the rub. I can't even touch the peripheral registers out
of a cold boot -- as soon as I touch them, I get stuck in the "error
613" loop. Performing the exact same initialization sequence under
ICD32 under DOS works just fine.
