problem configuring cross

I'm trying to build a cross compiler for a coldfire chip running vxworks.  I
cross compiled the binutils 2.9.1 no problem with -target = m68k-elf.  But when
I try to configure the cross gcc, it comes back with:

Configuration m68k-unknown-elf not supported

Target = m68k-vxworks works on gcc, but not on binutils.  What gives?
