There were *conditional* statements that were unrestrictive in there, 
like...

    not a good idea ... if they aren't up to speed
    probably shouldn't post

It didn't say *don't* post, it suggests that one shouldn't if they aren't
quite *right*.  *Right* being subjective to anyone as they know when they
are functionally able to compose a message that makes sense with all/most
the t's crossed and i's jotted.  Probably no such thing as a perfect post.
But when someone's not doing quite right, by forcing a post, they might
very well be opening themselves up to more *critical* replies (in their
estimation) than they'd really desire.
