Do I dare mention that this hoax crops up every few months on the
internet.  It is one of the longest running jokes around.  The real
tip-off, even if you have never seen it before, is that phrase
"nth-complexity infinite binary loop -which can severely damage the
processor if left running that way too long."  

If someone in MIS a Dr. Dobson's organization took this seriously, you
need to replace him with someone that understands computers.
