My guess is that tongues are more common because they are easier to
self-manufactur.  One can synthesize a tongue whereas one can not do so
with a miracle.

Sure it is.  Every once in a while, when God permits, I've been the recipient
of an understanding of what someones angelic talk is saying.  That's when God
has given a "gift" of interpretation.

Remember on the day of Pentecost, the tongue spake on the initial baptism,
what was spoken was understood by those of the dialect who language was
their own.
