Yes, people full of the Spirit will make the "sound" of the Spirit.

Rachel,  I understand what you are saying here, but the question is "is
speaking in tongues on a consistent basis a sign that one STILL HAS the Holy
Ghost?"  I think your response is appropriate for the initial sign (Acts 2),
but not for an ongoing  experience with God. Galatians 5 would be a better
area to look (fruit). :-)
