Yes, all true believers speak with tongues on a consistent basis. In
Romans 8 it says we must stay full of the Spirit to be a son of God and to
be quickened at the rapture.
Mark 16:17
And these signs shall follow them that believe; In my name shall they cast
out devils; they shall speak with new tongues;

Paul said in 1Cor 14:6
I thank my God, I speak with tongues more than ye all:
They all spoke with tongues regularly, but Paul spoke in tongues more often
or freely.

unbelievers, will they not say that ye are mad?
The whole church could come together and speak in tongues, but it is better
to have the gift of tongues and interpretation in operation for the
edifying of the church.

1Cor 12:10: To another the working of miracles; to another prophecy; to

This chapter discusses "divers kinds of tongues" which all do not receive,
the type of tongues that operates along with the gift prophesy. This is not
the same gift of tongues which all receive when they are filled with the
Holy Ghost that was promised to everyone:
Acts 2:39 For the promise is unto you, and to your children, and to all
that are afar off, even as many as the LORD our God shall call.

It is a good sign of anyone being full of the Holy Ghost. In John 3 Jesus
says the Spirit is like the wind. Verse 8: "The wind bloweth where it
listeth, and thou hearest the sound thereof, but canst not tell whence it
cometh, and whither it goeth: so is every one that is born of the Spirit."
The "sound" of tongues is evidence of being filled with the Spirit.
In my little opinion, this does not necessarily mean someone is completely
right with God, only that they are going in the right direction. If they
have been living carnal, cleaning up is also necessary.

Yes, people full of the Spirit will make the "sound" of the Spirit.

Once saved, always saved is false doctrine. Someone's name can be blotted
out of the book of life
Rev 3:5 He that overcometh, the same shall be clothed in white raiment; and
I will not blot out his name out of the book of life, but I will confess
his name before my Father, and before his angels.

This is a sad sign of compromise. When speaking in tongues becomes an
option then baptism in Jesus name becomes an option, then holiness becomes
an option, etc. We shouldn't remove the old landmark. Thank God He is
coming back for a triumphant church. Some will be weeded out, and some
will be added. I want to be in the number that dances around the throne!
