No, the purpose of the red heiffers is so that the temple can be
rebuilt, as prophesied, not just so erroneous sacrifices would occur.
The temple must be rebuilt so that the antichrist can sit on the
throne in the temple of God calling himself God.  *THIS* is the
prophecy that must be fulfilled.  The temple is going to be built
purportedly for the purpose of a place for sacrifices.  These can only
be offered (under the law) by a purified and sanctified priest.  The
water of purification is the means for accomplishing this, and the red
heiffer's ashes are needed to prepare this water.  

Therefore, the red heiffer is needed to permit the antichrist to have
a throne to sit on, and Jesus will come for the church at (fill in
your favorive: I do not want to get into this issue in this thread.

pre/mid/post-tribulation. The throne sitting will occur at mid-trib.

For Jesus to return, this prophecy must be fulfilled: 

1.  there must be an antichrist.
2.  there must be a throne.
3.  there must be a temple.
4.  there must be a way to use the temple for sacrifice,
    else it would not get built.
5.  there must be priests to offer sacrificwe.
6.  the priests must be purified.
7.  there must be water of purification
8.  there must be ashes of a red heiffer to make such water.
9.  there must be a suitable red heiffer.

The following is taking place now, and may perhaps contribute to this
fulfilment. 

10. such a heiffer has been found, and is being acquired by those
    aspiring to build the temple.
11. Bro. Mahaney and others in the UPC are actively involved in
    the match-making process to get these cows to Israel.
