This concept comes up several times a year.  There already exists a
MOO called BeulahMOO here at telnet:elilabs.com:7777 that was set up
for the very purpose you are describibg.  It has been set up for
literally years.  No one ever even tries to use it.  I do not
understand why there is no interest in this MOO, as it has many
different areas, and can be extended by its users, so that it truley
becomes a community project.  It is supposed to be a virtual church
campground.
