Paul was saying although he had every right to take a wage that he chose
not to.  He didn't say anywhere to the people "Do not tithe." 
It doesn't say that Paul forewent tithing.  It says he *chose* not to
take a wage from the Corinthian church.  Paul *did* take money from other
churches, however. " I robbed other churches, taking wages of them to do
you service." 2 Cor. 11:8.  The Corinthian Church was apparently upset
with Paul for not taking wages from them. ( See 2 Cor. 11:7-9) The
Macedonian brethren provided for Paul. (Vs. 9) The Corinthians apparently
even thought Paul was less spiritual than some for not taking wage from
the Corinthians. (Read 2 Cor. chapters 8-13)  Paul instructed the
Corinthian Church to abound in giving like the Macedonians. ( 2 Cor.
8:1-7)

No. We all have the option to receive wages or not. If you decided to
work for your boss for free he would be pretty happy ( although your wife
might have a problem with it.) But your boss has no right to withhold
wages from you when you have worked for it.
