Actually, both of those statements are saying the same thing.
If you will note in Hebrews 11:6 "for he that cometh to God must believe
that he is".  You can't have faith in something if you don't believe it
exists in the first place.

Also, there are people who believe in a "power" or "prime mover", but do not
believe in GOD, nor have any faith at all in God's intervention in the world
as we know it.  First, they must *believe* in God AS God, then faith in
God's power to move in this world develops...."the substance of things hoped
for...evidence of things not seen" then becomes meaningful.  (See Hebrews
11:3 -- "Through faith we understand that the worlds were framed by the word
of God, so that things which are seen were not made of things which do
appear."
