The funds (tithes and offering) of the church belong to the church (the
members). The use of the funds should be laid out in the by-laws. The
congregation is the final voice (or should be on the by-laws of the church).
There should be a Board (congregation elected) that oversees the church and they
and the Pastor should abide by the by-laws.

The reason for this is simple and very needed - protection of all. It prevents
the pastor from having to worry about it (how much can he use) and stops the
temptation of taking to much money or using it wrong. - Having been through such
a situation I feel that good church government is a neccesity.
