Not to start an argument here.I'm realy curious about this statement, since
I've never heard anything like it. Dispensational teaching is something I've
looked at a lot, but I haven't seen anything which would suggest a change in
the meaning of this word based on a change in dispensation. Could you please
clarify this?

There is no change in the teaching as the result of a dispensation change.
Under the law as long as you didn't commit the act, you were not guilty. But
under grace you are guilty when you lust in your heart or began to fantasize.
In out culture, there are a lot of sexual stimulation present that other
cultures never had to contend with, because of the Godly tool that is becoming
popular known as the TV, and of course other avenues that are available so
that people can comment fornication in their heart and mind. So its just a
problem that has come of age in the 20th century in the manner of which I am
speaking here. I hope I clarified my point, and didn't confuse it more.
