I don't know if it would be anything so formal as a "council". Look at the
church in Antioch when they are sending out Paul and Barnabas. A group of
church leaders working together, guiding the church, listening to the voice
of God. Its a partnership or team, I think. Different leaders with different
gifts, working together to guide the church. This church didn't need a
"head" guy, 'cause it already had a "Head".
