I've never personally run across any minister who has expressed such views,
but I can share a testimony (not mine) of a young man in my own church.
This young man has Downe's Syndrome.  He can barely read the English
language above a 2nd Grade level, yet he spoke fluently in tongues when he
received the Holy Ghost!!!  He is at every service, sits in the front row,
and "amens" the preaching more than anyone else.  God is SO Good!!!
