Can Deaf People Be Saved?

Dear HigherFire:

It seems that many pastors don't believe that deaf people can receive the 
Holy Ghost with the evidence of speaking in tongues and understand the 
importance and necessity of baptism in the Name of Jesus Christ.  Does the 
UPC place a priority on the deaf nation evangelism as befitting the status 
of being called "the third largest 'nation' in the world"?
