Time for an FAQ

If the FAQ is written in LaTeX, then it will produce excellent
hardcopy, as well as convert via latex2html to make a good web doc.

Perhaps an even better choice would be to write it in infotex, since
that also typesets thru TeX, and will convert via info2html, but it
also produces Gnu hypertext docs for browsing with the "info" browser,
which is also integrated into emacs.

You could also write it in Word and use rtf2html, but I have less
experience with that route, as I generally abhor anything proprietary
for public stuff, especially anything MicroSoft(TM).
