This is, of course, prophetic. The verse exists in a prophetic
context, and many of the writings of David foreshadow the role of the
coming and promised Christ.  This is evident in the New Testament;
Peter said:

For David speaketh concerning him [Christ] . . . (Acts 2.25)

Paul used a segment of this passage in his message at Antioch:

God hath fulfilled the same unto us their children, in that he hath
raised up Jesus again; as it is also written in the second psaml,
Thou art my Son, this day have I begotten thee. (Acts 13.33).

What is apparent is that while the passage precedes the manifestation
of Christ, it is prophetic and admonishes future generations to
accept the coming messiah as the Son of God.

All Honour to Christ Jesus.
