It means to have the "stripes yanked off your uniform", to be busted
of your "rank".  It applies to someone who has been on the platform,
or ushering, or teaching Sunday school, etc. who has conducted
themselves in a manner unbecoming of a Christian.  

For instance, if a female choir member we to cut their hair, they
would be set down, meaning not allowed to sing in the choir for some
period of time.

A new convert has received the holy ghost, and needs a different class 
than a seeker, who is still seeking.  I find nothing wrong with the
term new convert, any more than the term newly wed;  after all, we are 
the bride of Christ.  Many churches also have newly wed classes for
newly married couples.  Is this any different?
