I've read those scriptures and seen that belief as well; however, taken as
whole
and in context with the scriptures of those chapters and the whole bible
itself, we
see that many indivisuals were "filled" with the Holy Ghost in such a way as
to
be used of God for some purpose or another...John the baptist was full of
the
Holy Ghost from his mother's womb(Luke 1:15){He was a prophet}. Elisabeth
was also "filled"(Luke 1:41){She prophesied}. Zacharias as well(Luke 1:67)
{He prophesied}. The Old Testament prophets spoke by the Holy Ghost, also
called the Spirit of Christ(Acts1:16, 28:25, Hebrews 1:1, 3:7,
1Peter1:10-12).
However, the Holy Ghost, in the way in which it has been given and recieved
now, given to all(does that mean all have it? no) with a universal evidence
for
all who receive it was not given until Pentecost after the ascension of
Jesus
Christ and we then see a distinct pattern start from that point.(John
7:38-39,
Acts 1:4-8, 2:1-4).

On another note, we ought not preach something other than what the scripture
says. We tend to argue points of tongues and God's essence, baptismal
formulae,
etc. but this is contrary to our call(I have been oh so gulity of these
things in the
past{recent}). We are called to preach the gospel, not argue it...the man
that is
a heretick(unbeliever basically) after the second try, kick to the curb(Bro.
Westbrook
translation :-)). Also, we preach repentance, baptism in Jesus' Name, and
the
baptism of the Holy Ghost evidenced by other tongues. If you preach the
truth
then you don't have to worry, the tongues will come with the Holy Ghost. We
tend
to often to add to the scriptures in our message...IOW we often seem to
would like
the scripture to say, "Repent, and be baptized, every one of you, in the
name of
Jesus Christ for the remission of your sins, and ye shall receive the gift
of the
Holy Ghost, Evidence by speaking in other tongues as the Spirit gives the
utterance"! Of course we know, it don't say that. Preach it how it is,
explain it if
it's asked, those who truly seek God with their whole heart will receive it
just
the way the bible says in due time.(God's time). God Bless you.

In Jesus' Name,
