I question this conclusion.  Churches I have attended over the last 20 
years generally draw a congregation from a rather wide geographic
area, not just their own local neighborhood.  Conduct a survey at your 
church by looking in the church phone book and find out how many
members actually live in that local neighborhood.  I think you may
need to find another explanation for the make-up of the congregation
than the neighborhood the church is located in.
