Yes, he does, but God holds *HIM* accountable for what he does with
them.  I do not know of any large churches where the pastor does not
*CHOOSE* to use the tithe for a lot more than his paycheck.

Frequently, the pastor together with the board sets a salary for the
pastor which is way below the amount of the tithe received, and the
other funds go for the church, missions, etc.  It is important to note 
that the pastor enters into such an arrangement because it is *HIS*
choice, not because is is scripturally mandated.  This is what he
chooses to do with the tithe.  

There are even churches where the pastor takes none of the tithe for
himself, typically because he has a business or other source of income
and chooses to use the tithe for other good purposes.  

Remember, paying the pastor is a godly thing to do: if he can't eat,
he cannot pastor!  Besides, the Bible commands it.
