Pantyhose and Knee Highs

I have a question.  When, exactly, did pantyhose come about and what did the
women wear on their legs before stockings(I believe stockings that had to be
held up by a "belt" were invented before actually pantyhose) were invented?

I've heard of one Apostolic org. that taught woment to wear thick, cotton
stockings and no open-toed shoes(or sandals), but I thought that teaching had
changed.

I know it is not modest to wear a skirt or dress that allows a lot of leg to
show, but I really never felt that I was being immodest if I wore a nice
summer dress with a pair of sandals on a warm or hot day.  I see also in the
title Knee Highs.  Now, I know that dress has to be long if you can get away
with knee hi stockings.  So, as the one sister put it, what are those
stockings doing to promote modesty if the dress is that long?
