The other differences with copylefting is that the material can be
altered, and the altered material must be distributed freely (which
does not mean "free of charge").
When Stallman and the FSF talk about "free," they're not talking about
price, but about the freedom to obtain the material freely. The GPL
does not prohibit charging for distributing copylefted material.
So basically, there's nothing at all in common with Tim's permission
to redistribute unaltered, and the FSF copyleft which lets you do anything
you want with the material.

P.S. Debian has nothing to do with the FSF nowadays; they had a rather
