What I meant here is that a lot of negotiations occor outside the
formal setting of the official meeting.  Its the same in the US
Congress, with the lobbying, etc. that goes on.  That doesn't make it
evil, but a naive onlooker might think that the official session is
the only session, and that whatever happens happens there.

I also did not make a statement of the truth or falsehood of the
information to be found in that newsgroup.  My goodness, I would not
even say that everything said in this mailing list was true!
