You're right. I hate it :-)

I think this will strangle the normal development on the list. On all 
lists I've been on (and I help run a few as well), there is a high 
variance on number of messages. Sometimes there's a topic where 
everybody will have their say, and then it may be quiet for some time 
when that thread is dead. This arrangement you are suggesting will also 
cause a "delay" for some messages, making it confusing for active 
participants. 

This is just my opinion. I don't even have a Bible verse to back it up 
with :-)
