Sound file conversion and sample rates

I have a Zyxel 1496 modem, which I bought primarily for its reputed
excellent voice capabilities. I might add here that I went through
quite a bit to find one, and I was surprised to pay ~250.00 (USD)
for something that is relatively old-tech (14.4 data speed!).
I am now moving to the step of creating sound files for outbound
messages and have run into some problems.
The pvftox utilities complain that sample rates of up to 9600 are supported.
I suppose I need to get better understanding about why this is the case,
and what I'm missing here. I have some things that would sound much
nicer in higher sampling rates, and I don't understand the mechanics of
how this works... my presumption was that the system simply played a
sound file to/through the modem, period.
The sound samples I have are of much higher quality, and when I downsample
them, they sound horrific. There's got to be a better way to accomplish this.
Pointers would be appreciated.
