Conversion to RMD format failed on 1.1.19 (and previous)

I have a problem with mgetty 1.1.19 voice extensions.
I am trying to convert an AIFF file to an RMD file
to play as a greeting on an answering machine 
using a Zyxel modem.

I run the following commands:

        sox -r 9600 Hello.aiff  Hello.wav
        wavtopvf Hello.wav Hello.rmd
        pvftormd ZyXEL_1496 2 Hello.pvf

and here are the results of the command

	file Hello*


Hello.aiff: IFF data, AIFF audio
Hello.pvf:  portable voice format (binary 2 48000 8)
Hello.rmd:  portable voice format (binary 2 48000 32)
Hello.wav:  Microsoft RIFF, WAVE audio data, 16 bit, stereo 48000 Hz


The pvftormd command does not appear to work.

A file command of an incoming message file gives the following:

/var/spool/voice/incoming/v017917.rmd: raw modem data (ZyXEL 1496 / compressiontype 0x0200)

Interesting, a file command of a file supplied with the package 
yields the following:

file /var/spool/voice/messages/standard.rmd
/var/spool/voice/messages/standard.rmd: portable voice format (binary 2 48000 32)

This is on BSDI 3.1
