Right now, mgetty can't handle distinctive RING natively.

On the other hand, with 1.1.18 and 1.1.19, you *can* do this through the
external "cnd-program" interface - mgetty can call an external program to
decide whether to accept an incoming call, based on the dist-ring number,
the Caller ID, and some other things.

This program can basically do whatever it wants, and in your case, it
could base its decision purely on the dist ring number, ignoring
everything else.
