usr sportster pro not always properly detected

I recently bought an external USR voice modem. Particulars:

I am using this init-chat string in my mgetty.config:
ATE1Q0S0=0S13.2=1&D3

I am running mgetty v1.2.21 with the most recent patch applied as of
1999-10-09 on a debian slink distribution running the linux kernel
v2.2.13pre17. Current debug level in mgetty.config and voice.conf is 5.

Very rarely I see this beautiful message in the vg_ttyS1.log:
10/23 09:10:36 yS1  detecting voice modem type
10/23 09:10:36 yS1   voice command: 'ATI9' -> ''
10/23 09:10:37 yS1   voice command: 'ATI' -> ''
10/23 09:10:37 yS1  US Robotics detected

But usually I see this:
10/23 09:33:26 yS1  detecting voice modem type
10/23 09:33:27 yS1   voice command: 'ATI9' -> ''
10/23 09:33:28 yS1   voice command: 'ATI' -> ''
10/23 09:33:28 yS1  no voice modem detected

I am using a connect speed of 38400 (really, not 115k) per a suggestion in an
older mailing list archive but if I use any speed from 38.4k through 115k I see
the same behavior. I am willing to dig deeper into this problem but I was
hoping that someone else had run into this or could at least direct me to
where I should be looking to fix this issue.
