why fax-type "raw g3 data"?

Hi!
Why are incomming faxes saved as "raw g3 data", where
you can't figure out via file commando, whether they have
normal or fine resolution?
Is is technically too difficult to add the file-header
to make fax-files look something like that:
# facsimile data
1 string PC\ Research,\ Inc group 3 fax data
>29 byte 0 \b, normal resolution (204x98 DPI)
>29 byte 1 \b, fine resolution (204x196 DPI)
or that:
4 string Research, Digifax-G3-File
>29 byte 1 , fine resolution
>29 byte 0 , normal resolution
just a suggestion...
