Is anyone using a USR Sportster 28,8 FAX modem and mgetty?

Could be. Some modems change DTE speeds "at will".

Check with your modem manual. That's the only place to find authoritative
answers about your modem's settings.

Defaults should be fine. Possibly the init-sequence has to be adapted for
your modem (like "do not change the baud rate at the serial port! Not
ever!").
