This would surprise me. Stty is not doing anything different
from what sendfax does.
Can somebody test this, and confirm/deny this? I don't have a
Linux box with a fax modem at hand right now.
I found this pretty surprising myself. Let me repeat this experiment
to insure that I didn't inadvertantly change something else at the
same time as I used stty to change flow control.

Yes, this is necessary for some fax modems that insist on the
calling tone (CNG) from the calling fax.
I think your modem's fax implementation is pretty broken.
Yes, I reached this conclusion also. It serves me right for buying
the cheapest modem that I could find (a US$60 Infotel, FWIW). Thanks
for the feedback, and keep up the good work on mgetty+sendfax.
