Ya got that right. I'm in the middle of hacking 1.1.8 to enable
CLASS1 support. Another weekend or two and I should have it licked.
The problem persists when I recompile *without* my CLASS1 option, BTW.

That doesn't work, because at some point during negotiation, the tone
goes steady, with no response from the other party. The steady tone
persists until timeout, for about 15 seconds.

THIS WORKED! I'm not sure why this is necessary, but if I do an
ATZ before my regular init commands, the problem goes away.
