How can I fix a problem(Operation not permitted)?

This is interesting, and should only happen if you run mgetty from the
command line (as opposed to "run from inittab"). But it is not the cause
for the next problem:

The reason for this is: "User error".

The manual CLEARLY says "DO NOT USE ATS0=1 (AUTO-ANSWER)". Nevertheless
you do:

      ^^^^
so what do you expect? There are good reasons why the things in the
manual are written down that way.
