Or try the following:

Let the modem answer after 4 rings.

Pick up the modem every time a call comes in.

If you hear nothing, or a strange sound start a script on your computer which does a echo -ne "RING RING RING RING" >>/dev/ttyS?

This should mgetty give modem controll.
