I think you're letting "chat" create the lock file, and this is wrong,
because when chat exits, mgetty notices that the process has disappeared,
and takes the line back.

You must make "pppd" lock the line, never "chat".

Yes, this is *WRONG*, because as soon as "chat" exits, the lock file is
considered "stale" (no process with this PID around anymore).
