I had a similar problem with partially garbled playback of messages.
The stupid thing I did: setting the spd_hi flag for the port the modem
is connected to. This makes Linux to set the wrong baud rate when
vgetty requests 38400 baud. I now use setserial with the spd_normal
flag and all the problems went away (/etc/rc.d/rc.serial).
