You can't do CHAP from /etc/passwd - you need the chap-secrets file.  Also,
depending on your version of pppd, you may or may not be allowed to just
delete the pap-secrets file (if you're doing PAP).  Some versions of pppd
require that the file be there when using the -login option, even if it
contains only a wildcard entry.
