Fax Printer not working, lprng?

I am having trouble sending a fax using

lpr -P fax@cware1 -J 4700228 /etc/printcap

printcap:

 :sh:

I did see that efax needed a patch to work with lprng.  could this be my
problem?  The fix was similar to replacing:

HeaderFile=`$TAIL -1 lock`
Header=`$CAT $HeaderFile`
with
Header=$CONTROL_FILE
