Elsa Microlink 56k basic and vgetty

The "Elsa Microlink 56k basic" doesn't work with mgetty-1.1.21 because
Elsa eleminated the flow control command AT\Q.

If you replace all "AT\\Q3" with "AT+IFC=2,2" in libvoice/Elsa.c the
modem will be happy :-)

I have no idea which elsa modems understand the AT+IFC command... 
Perhaps Marc can make a good patch based on the modems ATI answers?
