Do you have two modems ?  Else I don't really understand what you want
to do, especially since cnd-program is configured on a tty-name basis.

You always have the option to compile two times mgetty and vgetty, and
change the location of mgetty.config. Maybe even this can be done
through an option switch (maybe not).

Anyway, I don't understand what you want to do, you need to supply
more details.
