This is most likely a generic modem problem.  While your modem claims to
support class 2, it fails in a pretty stupid way (just timeouting, instead
of properly reporting the error code).

You could try using a different serial port and different serial cable to
make sure it's not a hardware problem, but from my experience with
Rockwell based modems, I'd blaim the modem.  In which case, there is
nothing you can do except get a firmware upgrade (or a different modem).
