I can't get mgetty (with ANY modem) to recieve at 9600

Hello.  This is my first post to this list.  I am using mgetty 1.1.20
(from RPM at ftp://rawhide.redhat.com) on a RedHat 6.0 system.  I am not
using fax sending at all.  I have it set up on one line with distinctive
ring where ring 1 rings through, and ring 2 accepts dial-in access and
accepts and prints faxes.  I have gone thru 4 modems and MANY
mgetty.config changes.  Dial-in works fine and always has.  Fax
recieving has 'usually' worked, although faxes were often cut short,
usually crapping out in the first half of the first page.  I finally
installed a 3com/U.S. Robotics (not Sportster) faxmodem, and now fax
recieve has been A-OK so far.

EXCEPT - In order to test fax recieving, I serached the web to find a
toll-free (in the US) fax-back number, and the first one I found was
1-877-789-2565.  This is the US Small Business Administration's Year
2000 information fax-back number.  It seems to always send at 9600
baud.  NONE of the modems or configurations I have tried will accept
faxes from this fax-back using mgetty.  However, BitFax under Windows 95
using a Class 1 faxmodem will always accept, no problem.

Personally, I consider this broken.  I don't know if it is the modem, or
mgetty, or maybe I have made some mistake in my mgetty.config.  There
are SO MANY possible init strings, etc, that I find this really
difficult.  I am at home now, so I cannot post my config files.  I will
if asked.  If anyone might bother to test, I would like to know if
anyone using mgetty can successfully accept faxes from this fax-back. 
If so, I would like to know what modem you are using and see your config
file.

Please note that I HAVE read all mgetty documentation and have even
searched thru the mailing list archives.  There is much more out there
than I have time to read thru, sorry.  If I missed something that I
should have seen in the docs, sorry also.  I have done as much "due
diligence" as one month of patience will allow.
