at least mgetty-1.1.21 supports going to AT+VSM=3, 4 and even 30
(a version of ADPCM with synchronization information, if I am not
mistaken). Look in voice/libvoice/ZyXEL_1496.c around line 148.

So, in theory, it should work. As it works with ZyXEL 2864, and
the 1496 and 2864 RMD format is really almost the same (just edit
the first bytes with emacs binary mode), I would think it could
be a firmware-level problem on your 1496.

If you can't fix it by upgrading the firmware, I can probably locate an
old 1496 somewhere, and maybe attempt to understand the problem.
