International Faxes

Not that there is anything special about international faxing, but we seem
to have a big problem with it.  whether it is the distance or the flavour of
fax machine used by *foreigners* I don't know, but we get a lot of this
error:

/usr/local/sbin/sendfax: FAILED to transmit 'f1.g3'.
Transmission error: +FHNG:-5 (Unexpected hangup / read() error / write()
error (int.))

With 5 retries all failing the same way.

Is this a well experiences problem?  Does it signify signal loss, or
protocol errors, etc?

Our fax modem is a class 2 Hayes Accura 28.8
