problem with modems not answereing

we have a peoblem with some of the modems not answering. here is a snip
from the log file.

We are using USR 33.6 Sportster modems with a Cyclades board and linux
kernel 2.0.29
The modems answere some time and other times not. we have replaced modems
and cables so that is sort of ruled out.
any ideas???
