A separate tpc.int-runq, which would use tpc.int to deliver the faxes
it could, and leave the remainder sitting around for faxrunq.

Yes, but it makes the job a lot easier

Right.  Inefficient software that exists can create a constituency
interested in improving it.  Efficient software that doesn't exist
helps nobody.
