internet fax tools

I know this is a bit off topic, but does anyone know of any tools to
allow a set of g3 encoded fax pages to be wrapped up in a *.tar.gz
file and then uuencoded and emailed to another place, where the fax
pages may then be extracted and re-sent over the local phone network
to a final destination?  

The idea would be somewhat fido-net like, in that any faxes that could 
be delivered by a local non-toll call would be sent, and any faxes
that could not be delivered thus would be routed to a machine where
they could be deliver by a local call.

My vision of this is that the file name of the uuencoded file would
look like <phone-number>.g3.tar.gz, and that each participating system 
would have a database of other systems in the fax network.  When an
email was received, the phone number would be examined to determine if 
it qualified for local delivery.  If not, it would be routed to a node 
where it could be delivered without tolls.

What is needed is:

* A tool to accept incoming faxes and wrap them up as such an email,
  with a human dispatcher to determine the destination phone number.

* A tool to look at the phone number and deliver or re-route the
  email.

* A tool to maintain the routine database.

Does anybody know of anything like this?
