mgetty's controled my modem

Dear friends:
I have just read mgetty.info and add a line in /etc/inittab
S1:23:respawn:/sbin/mgetty -x 3 -n 5 -s 38400 ttyS1
but then, I am unable to access my modem after reboot, based on its info,
mgetty could go away while other programme want use my modem. But i failed
to use "cu -l /dev/modem" as usual and unable to use chat and pppd to dial
out. Is there any idea to solve this problem?
info said, mgetty will create it's lock file under /var/lock/ only if
somebody dialin and make a connection. but the lock file existed after
reboot, and it's no use to kill it, for "respawn" option.
BTW, mgetty have -n <RINGS> and -R <SEC> options. Is there any conflicts
here? How did it function?

Thanks very much. I am going to setup a fido-net bbs on linux by mgetty
handle incoming call. But I am completely a newbie now, and looking
